Staging Notes cleanup — 2026-09-23

The original cleanup transaction was refused by Atlas collection capacity and rolled back. External changes subsequently reset staging Bindr/member collections and populated all 35 Node mount keys. The original plan is invalid and must not be applied or restored over those changes.

The successor operations/migrations/2026-09-23-staging-notes-retirement/README.md only retires three authorized live Notes, retaining the fourth existing tombstone, all unrelated Notes and all external reset/key changes. It uses the original private artifact only to establish authorized IDs. Apply requires a fresh frozen backup, verified isolated restore, reviewed successor plan, and transactional receipt capacity. Missing-index finalization is separate and additive.

No live apply or deployment is claimed. No public skill impact: this one-time private staging operation is excluded from public generated procedures.
